Quarterly Central Committee Meeting Minutes
September 10, 2025
I. Call to Order
A. The meeting was called to order by Chair, Dave Johnson, at 7:08 pm.
B. Executive Board Members Present

IV. Regular Business
A. Chairs Report – Introduction and meeting conduct utilizing Red Credentialed lanyards and Robert’s Rules. All candidates must request the Central Committee roster from the Executive Board only.
B. Vacancy Approvals – Jennifer Potter was unanimously approved as Chair (formerly Vice-Chair) for precinct 208 by the Central Committee present.
C. State Central Committee Update – All state committee groups have been elected for the next term. The SCC continues to amend and approve bylaw changes. Votes are taken to approve resolutions that shape the direction of the Utah Republican Party. The budget for the next State GOP fiscal year was approved and begins on October 1st (change in budget year was approved at the last Convention). Two SCC meetings were conducted since our June quarterly, a continuation of the June meeting on August 13 and the third quarter meeting on September 6. See Cindy Cossairt for any further details or information. The Caucus will be held on March 17, 2026, and the state convention will be held on April 25, 2026.
D. Secretary’s Report – Registration Continued with latecomers being processed and tallies made later in the meeting.
E. Treasurers’ Report – The balance as of the June 26, 2025 quarterly meeting was $16,827.93. The current Balance on 9.10.2025 is $16,482.33. Deductions include website hosting and tags for voting. Items for the parade were a sign, pencils, and candy. Any additional items for the September meeting will be reflected in the next accounting.
F. Wasatch County Fair – The parade was a success and recruitment for next year was initiated.
G. Bylaw Amendment – Discussion on Bylaw change (Cindy Cossairt), and debate/comments limited to 30 seconds alternating when able between pro and con positions (Dave Johnson). Comments from the Central Committee at large:
a. Gary Turner – use redlines showing changes moving forward
b. Lois Mastin – We have never had the ability to achieve quorum for Bylaw changes – an alternative must be found.
c. Stephanie Wilcox – Bylaws calling tree has been used last year to make amendment changes.
d. Shawn Taylor – Emails to central committee clarifying why the change is being proposed is helpful.
e. Cori Ann Sweat – Please add a “For” and “Against” position sheet and circulate.
f. Shawn Taylor – Put the position sheet on your website and email it to committee.
g. Jade Holmes – Please have a deadline for submitting your personal argument to be included on the position sheet.
h. Dave Nelson – It is not legal to vote by email on Bylaw changes.
Amendment quorum (67) was not met. Motion to table made by Chair Lois Mastin (Pct 417) and seconded by Chair Paul Beckman (Pct 416). Motion carried to table the Bylaw change vote. Vice Chair Jade Holmes (Pct 412) made a motion to extend discussion without limitations in time which was seconded by Chair Jane Thatcher (Pct 503) with Yay votes totaling 13 votes and Nay votes totaling 30 votes. Executive Board declined to vote. A motion was made to move to the next item on the agenda by Vice-Chair Adam Robinson (Pct 106) and was Seconded by the central committee at large and the motion passed, without objection.
H. Veterans Day Event – November 11, 2025 at the Heber Air Museum from 10am to 2pm, with the official programming starting at 11am. We are seeking set up and clean up volunteers and silent auction donations. Please go to Wasatchgop.org regarding silent auction questions, donations or to volunteer.
I. Lincon Day Event – February 28, 2026 at 8am – 10:00am the Heber Valley Historic Railroad. Details to follow.
J. Caucus 2026 – Chair and Vice-Chair training to follow early next year. The caucus will be held on March 17, 2026.

VI. Adjournment
Motion by Vice-Chair Adam Robinson (Pct 106) was made to adjourn the meeting and seconded by Chair Gary Turner (Pct 100). The meeting was adjourned at 8:15pm.

October 28, 2025 – Wasatch County Central Committee Meeting (Wasatch Fire District, Station 51) 7pm – 8:30pm, with credentials beginning at 6:30pm.
November 11, 2025 – Veteran’s Day Celebration at the CAF Air Museum at the Heber Valley Airport 10am to 2pm
February 28, 2026 – Lincoln Day Celebration – Heber Valley Railroad – 8:00am to 10:00am. Tickets and Candidate Booths to be announced.
March 17, 2026 – Caucus
April 7, 2026 – Wasatch County Convention
April 25, 2026 – Utah State Convention
